Ticket

Today in the subway, there were some ticket controlers in a tunnel of a modest neighboorhood station.
I saw a 40 year-old African going towards those controlers and I warned him about the control.
He told me peacefully and quietly with a polite smile than he had a ticket.

Depending of the point of view, I was right or not to have this gesture:

- from a economic and justice viewpoint:
Everyone must buy a ticket because otherwise there is a free rider problem.
Those who pay their ticket are actually paying for the cheater.

- from a moral and ideological viewpoint:
Helping poor people is a duty.

What should a "good" citizen do?
